Create Customer button is displayed alongside Next button before the final registration stage

Description

The Create Customer button is currently displayed at the bottom of the registration form alongside the Next button. This creates a risk that users may accidentally click Create Customer when they intend to proceed to the next registration stage.

Steps to Reproduce

1. Go to Retail
2. Click on Customer
3. Click on Add Individual Customer

Expected Result

The Create Customer button should only be displayed at the final stage of the customer registration process, after all required customer information has been completed and reviewed.

Actual Result

The Create Customer button is visible before the final stage, directly beside the Next button.
