Manage Regions Page Display Raw Code Instead of User Interface

Description

When navigating to Agency Operations → Manage Regions, the expected application interface does not load. Instead, the pages display raw code or a code-filled screen, indicating that the page is not rendering correctly. This prevents users from accessing and using the Manage Regions functionalities.

Steps to Reproduce

1. Go to Agency Ops
2. Click on Dashboard
3. Click on Manage Regions

Expected Result

Selecting Manage Regions under Agency Operations should load the appropriate user interface with the relevant forms and controls, allowing users to perform the intended operations.

Actual Result

Manage Regions pages display a screen filled with code instead of the expected user interface, making the pages unusable.
