New Agent Page Display Raw Code Instead of User Interface

Description

When navigating to New Agen,t the expected application interface does not load. Instead, the pages display raw code or a code-filled screen, indicating that the page is not rendering correctly. This prevents users from accessing and using the New Agent functionalities.

Steps to Reproduce

1. Go to Agency Ops
2. Click on Dashboard
3. Click on New Agent

Expected Result

Selecting New Agent under Agency Operations should load the appropriate user interface with the relevant forms and controls, allowing users to perform the intended operations.

Actual Result

Both New Agent pages display a screen filled with code instead of the expected user interface, making the pages unusable.
